Why not make it so that the NPCs in the relays give quests or missions for a very specific reward and such? Why not have the relays act as a "parking space" for railjacks such that players can access or join railjack missions from the relay? Maybe NPC-given missions involving railjack? The idea of quests there isn't bad but I feel like this would end up as another feature that is half done then forgotten(Remember the Command intrinsic?).
