Here are some ideas to make Hydroid a better warframe. I wont go into numbers and stuff just a couple of cool ideas to fix his boring abilities.

Tempest barrage instead of ragdoll staggers and slows affected enemies for a short duration after hit. (Also maybe increasing damage with every second of duration 🤔)

Tidal surge can be canceled just like Lavos can cancel vial rush mid rush. Also dealing more damage for every enemy hit with it, and dealing bonus damage when hitting a wall or an obstacle, splashing water in AOE of the impact.

Undertow stays the same but while active player can hold down the 3 button for transforming undertow into whirlpool which deals increased damage and slowly expands at the cost of additional energy.

Tentacle swarm should feel a lot stronger as ultimate ability so i would make scale damage with enemy level, nothing crazy, just so it helps you slowly kill stuff at later levels. Thus Pilffering Swarm augment would would have higher viability with enemies dying a little bit faster.
