Have bounties show open parties.

For starmap missions you can see if a node has any open parties on it, and this can inform which missions you choose to take. 
Implement this on bounties so we can choose to take a bounty that already has people attempting it, so we don't have to go solo during low-traffic hours. 

Let me just look at the bounty list and say "Oh hey, If i pick the tier 4 bounty instead of the tier 5 one,, I won't have to do it alone"
