Not a bug. You cannot use the "On call" feature if the assigned NPC is not an active member in your crew. Spanish: Si cambiaste al tripulante por uno nuevo más fuerte, necesitas asignarle de nuevo la marca de llamada para poder usarlo en misiones normales. No es un error.
