Serration seems to have no effect at all on weapons anymore, tried it on a few different weapons, and saw no change in damage in game.

 

(this may be just a UI issue): Piercing hit isn't consistant, some elemental-only weapons are affected, and some aren't, and on regular weapons that have puncture/slash/impact damage, there is a marked DECREASE in damage when the mod is equiped.

 

 

Some elemental weapons properly trigger with every attack, for example the Acrid does poison damage with every shot. However, some do not. The Ignis seems to do regular damage, and once in a while procs the heat effect making it do pitiful damage infested, where it's supposed to shine.

Serration does work. it ups all the damage types as far as i saw. Ignis still works fine. especialy with another elemental mod. Or three. (Like my Bro's  his does Gas and Magnetic damage. takes care of quite a variaty of enemies if you ask me.
