Murkray not spawning

I’m trying to fish for murkray so I can rank up with the Ostrons, but they just won’t spawn. I’m using the oxylus sentinel to find hotspots easier, which definitely helps, but literally nothing spawns in the hotspots whether or not I use bait. Am I doing something wrong, or are hotspots on PoE like they are on Deimos where basically nothing spawns?

Ok, so, immediately after making this post, fish actually started spawning. Just… why?
