Thermal Sunder not applying 10 stacks cold on Redline, and Silence with Savage Silence alerting enemies inside the area of effect.

Basically what the title says. 
Gauss Thermal Sunder even with Redline on 100% isn't applying the 10 Cold Stacks as said in the Patchnotes.
And Silence even with the Savage Silencer Augment isn't working, enemies still are being alerted even inside the area of effect, and it isn't supressing guns sounds.
