castem Posted December 7, 2013 Share Posted December 7, 2013 According to the wiki, it's because Quickdraw affects reload speed, not reload time. If I recall correctly, a maxed Quickdraw should only end up taking ~33% off the actual reload time. (So 1/3 of 3 seconds is 1 second. 3 seconds minus 1 second is 2 seconds. The mod is working correctly.) If it's still not fast enough for you, add in a maxed Stunning Speed (which, together with a maxed Quickdraw, should bring the reload time to 1.5 seconds).
