Perhaps, but consider that the snow area is new. More than likely it was placed on Venus for new players to quickly test than waiting to reach Pluto. There are still many new areas that need to be created, so that snow area staying on Venus is not definite. PS - I would say that Infected missions would dominate Venus in the future.
