I decided to purchase the Hemlock helmet because I wanted more energy and with some mods I have I wasn't too worried about the loss in health (and it's not as horrible looking as I thought it was, bonus). But after going into a few missions (both with and without the helmet) as well as restarting the client, the helmet doesn't take away any of my health and I get no extra energy.
