I don't know, if this has been suggested already, but I'll throw my idea here.

If I had a maxed Serration and I just got a new weapon and leveled it a bit, I'd have to get another Serration for leveling my weapon up. My suggestion is: if you have a rank 7 Serration for example, you can downgrade it to lower ranks for free, so it's weaker and cheaper to use, like it was not ranked. If I have rank 7 Serration, that costs 11 mod points and gives 120% more damage, I can willingly drop it to rank 4 that costs 8 and gives 75% more damage. When my weapon is leveled up enough, I could rerank Serration back to rank 7 for free. This way DE could take the ability mods from drop tables for example.

TL;DR: Scaler, that you can use to downgrade your mods, and rerank back when you want.
