In no particular order.

 

Oberon: His healing is pretty poor, especially at high levels where enemies will take you from full health to dead in no time flat. Smite is pretty random getting it to hit more than just the initial target and having to manually target it is wonk. Hallowed ground doesn't do enough damage if enemies walk right through it. Oberon also lacks unique powers; most of his powers do basically nothing another frame can't do as well.

 

Smite: Total rework. Instead of a single target nuke, make it a short conal AoE, with a knockdown attached to it.

 

Hallowed Ground: Make it slow enemies that are on it by a little bit, and increase the runspeed of allies that are on it.

 

Renewal: Doesn't end when allies reach full health. Allies are protected from CC for the duration.

 

Simple improvement to his 1, making it more like Sonic Boom or Pull, which are actually usable and good 1s. Hallowed ground gets some minor CC, which helps enemies take more damage from it as well. Renewal is the real kicker; protecting allies from CC gives him something not even Trinity has.

 

Banshee: Silence is a favorite for "Worst ability in warframe" as it's an poor stealth skill and does basically nothing else. Sound quake has been far surpassed by pretty much every other damage ult in the game, and makes Banshee a sitting duck to boot.

 

Silence: Complete replacement. Rename to "Deafen." Banshee unleashes a blast of sound that permanently deafens all enemies within range. Deafened enemies cannot detect gunfire or other sounds; they can only react to players if they see them. In addition, their aural balance is thrown off, making them move slower and take much longer to stand back up after knockdowns, recover from staggers, etc. Enemies are also briefly stunned on cast.

 

Sound Quake: The simple fix is to make it not lock Banshee down, letting her either leave a sound quake behind, or follow her around like WoF. A couple of other choices as well. First off: give SQ an absolutely massive range, something like 35-50m unmodded. Banshee is still locked down for the duration. This means that banshee will most likely hit (and thus stagger-lock) every enemy that's a threat to her, while her teammates have a chance to recover and mop up. A second choice is another replacement; Death Wail. This replaces SQ with a single hit AoE nuke for a decent amount of damage, with a couple extras: Damaged enemies are shaken for a brief time, heavily reducing their accuracy. In addition, enemies whose current health is less than 200% (possibly effected by power strength) of the damage dealt by Death Wail are instantly killed.

 

Deafen gives Banshee a good CC skill, which she desperately needs. Deafen also synergizes well with her 1 and 2; pushing enemies away with SB, they will take longer to close again if they're slowed, and slowed enemies are easier to target for Sonar. The first SQ tweak simply turns it into another damage ult. The second makes it a massive range CC, balanced by stopping Banshee from moving at the same time, thus relying on her teammates to take advantage of the CC. The third is a tweaked damage ult; the instant kill effect helps kill enemies with massive armor, and can give it more effective damage against weakened targets; it will either do it's base damage to healthy targets, but will do several times that much effective damage against weakened ones.

 

Saryn: Venom is a single target DoT effect, which is pretty poor in the fast-killing WF enviornment. An enemy will likely die before you can share the love. Contagion is a melee buff that doesn't help you survive in melee like Loki and Ashes stealth or Excalibur's Blind do.

 

Venom: Make the pustules automatically pop on the death of the target.

 

Molt: For 50 energy this could use a little more. Maybe give it a slight heal, or leave debuffs like fire and slash procs on the decoy.

 

Contagion: Make this add a little toxin damage to all your weapons, and allow you to leach life from enemies you damage under the effect. This improves Saryns survivability, which should be good since she has relatively tanky stats.
