Unless a weapon has an EXTREMELY high initial Crit chance (Like the world's greatest sniper rifle), then no, there's no way to get an actual 100% Crit chance.

Speaking of sniper rifles, there are a few ways to craft a crit-build that results in 1-hit kills even without the critical hit...

But, yeah, there's no way (that I know of) to get 100% critical chance on most weapons. It's just something you need to live with.

paris prime has a base of 45%

Well that is not counter intuitive at all....

so there is technically no way to get a 100% actual chance of criticals because you can only apply 1 critical mod at a time correct?

You can stack as many mods atop each other as you want, being Critical Delay and Point Strike if we're talking primaries.  Same goes for damage, elemental damage, punch through, and literally everything, all mod bonuses can be thrown on top of one another.  Granted how the math works for some is different, but that's for another topic.

So, a 4/5 Point Strike adds 125% on-top of the base critical chance.

Paris Prime for example, base 45% Critical Chance. 125% of 45  = 56.25

56.25 to 45 = 101.25

AS WF Doesn't show Decimals on two places. So it'll read 101.2% Critical.

& repeat on the base critical chances on a lower critical weapon.
