Electric Touch Mod

Before the rare mods became rare i have been searching for the shocking touch mod because i really like having an electric weapon. With no luck and two banshee pieces i still do not have it. Anyone have a recommendation of where i can find it? Any help is appreciated. (if you don't know shocking touch is the electric melee mod)
