You cannot is the simple answer, all transactions are through the steam service and as far as I am aware they don't accept UGC.

You can use it to buy Founders Package 

 

Not sure about Platinum only

 

Click where it says "Become Founder"

 

Choose package you wish to buy 

 

Pop up will open that will have three tabs 

 

Paypal - Credit Cards - third one in my case says "13 more options"

 

click on third one and there is "Ultimate Game Card " option

as of today,  this does not work.  clicking on "buy" for platinum or founder sends me to steam with no options for using game card.
