How would allowing you do be assured of the dps output you can mod for be dumb? The only thing dumb about weapons is the fact that their dps varies for any reason other than armor/resistances to elements. What OP proposes is a REMOVAL of UNNECESSARY RNG which will ONLY benefit the game. Any time you can remove an unnecessary complication form a matter IS BENEFICIAL. What is hard about this concept? Just look at Dual Rounds for Arch-Guns. A measly 30% chance for a rare mod to actually do its job is just....absurd. 70% of the time, the credits and cores or platinum spent on that mod are rendered completely void and that just is not right in any way at all whatsoever. Secondaries still suffer from that 20% missing chance as well. Buffing Split Chamber to 100% is like putting a band aid on a severed limb. OP's idea would ensure that multishot is neither inconsequential nor is it ever a waste of cores and creds to point out the mod.
