Quick Question About Ruinous Extension

So apparently Jackal drops a mod called Ruinous Extension, which increases the range of secondary weapons (the secondary equivalent to Sinister Reach).  I'd like to put it on my Synoid Gammacor, but I need to farm for it, first.

 

Does Jackal's level correlate to which mod he drops?  Or is it all down to RNGsus?  I ask because I fought Jackal at LVL 10, and he dropped Blunderbuss, and then I fought him again at LVL40 and got the same mod.  

 

Is the likelihood of him dropping the mod higher if he's at a higher level, or is it a waste of time and I should just plow through him with naught but my Galatine?

Pretty much all RNG. You can fight a lv 5 stalker and a lv 50 stalker and still get molten impact for your 1000+ molten impact collection, complete with holofoil editons. And it's the same for bosses, enemies, etc.

Despite level of the enemy, the drops and drop rates are the same.
