being able to add a new upgrade slot/point to a mod. 

For balance sake..we could say: just one per mod. So we can't walk around with 100% Thunderbolt mods.

No point, IMO.  If a mod was determined, underpowered, it would probably just be adjusted by DE, not requiring the addition of extra mod point slots.

To clarify..this has nothing to do with a mod being underpowered. We have potatoes and formas for leveling. Potatoes and Formas aren't there to fix underpowered weapons and warframes.

You used the word 'rather'...So you are choosing something over another. Are you saying we can't have both new mods and a feature like expanding mod points?

What does having new mods have to do with the topic?

Nope. And I agree, I'd much rather see "vertical" expansions that add new interesting mods/effects. Adding more points to already existing ones seems mildly pointless as it is, especially since current slot budgets already are more then enough for the content as it is.
