We have potatoes and formas for leveling. Potatoes and Formas aren't there to fix underpowered weapons and warframes. expanding mod points would be a feature like potatoes and formas, nothing more. Adding more points to already existing ones seems mildly pointless as it is, especially since current slot budgets already are more then enough for the content as it is.
