How Do I Level Up My Focus Abilities?

So I've unlocked a few abilities and set them as active but I can't figure out how to level them up. I've collected the required focus points for the next level (75k points) but if I click on that ability it deactivates the ability. I can't seem to figure it out... do I have to unlock ALL base abilities before it'll let me take them to the next level? thanks in advance.

If you hover over an ability it should show a red Focus button. Click and hold to put in the points to rank up, then press Esc to confirm.
