I just did one on Phobos where he didn't spawn for a long time, maybe 10min, so I started filling in my map by going to the side areas I'd missed. Last one I went to was a large tile off the beaten path and he started playing with the light switch as soon as I went through the door. Link to comment Share on other sites More sharing options...

If you mean instead that you can't make him spawn consider that you have to actually look for him, the spawning is related to specific rooms in the tileset.
