does warframe mod order matter?

Im not a noob ive been playing for years but i have noticed that it changes your stats very slightly when you swap mods. I dont know if this is intentional or not but its true. 

 I noticed this when i swapped my r8 blind rage with a r10 transient fortitude in a V polarity on my mag prime and the duration went from 13% to 12% and the power strenth didnt change but is green which indicates that it is a higher value but i assume its just less than a full percent.

 To avoid confusion i want to be clear. I didnt take any mods off the frame, i just swapped them. 

 I also noticed that on my rhino that has 200% power strength is getting 99% per enemy hit with ironclad charge instead of 100% like it should be. No matter how many enemies i hit its 1% lower than it should be.

 Maybe this is a bug with transient fortitude as it is in both builds?

Yes and no.  The game calculates things based in their true, un-rounded values. The display in the arsenal however rounds differently based on mod order.

It can depend on what polarity slot you may have (if any).  If you have no polarity the order doesn't entirely matter unless you're going for a specific elemental damage 'buff'
