As the title states, but here's the funny part. I have two PS4's in my house, mine and my sons. Both use the same Internet modem/ router. Mine is connected via Ethernet cable, his via wifi. His chat works fine, mine is blank and just continually loads.
I already tried disconnecting my Ethernet cable and connecting via wifi (like his) to see if that helped, it didn't. Normally I would think this would be a port issue, but with another PS4 working fine would that mean there's something wrong with my account?
