Screen flickering when Directx turned on

When ever i have my direct x turned on , no matter 10 or 11 , it just keep flickering , it's not stalker or other things , i'm not that noob , it flcikers at any time. it happens after U18 or some where near that time . can any help plz?TAT it have been bothering me for a really long time .

do you play in borderless full screen?

i normally play on full screen , the flicking  stops when i use borderless full screen , or windowed , but the fps dropped a lot , near 1/2 of my normal fps
