1 Epsik-kun Posted March 11, 2016 Share Posted March 11, 2016 It should, but since the minimal ability cost is limited to 25% (which equals 175% efficiency), DE decided to show the limit on the interface the way it is shown now. This is because even though efficiency is capped at 75% the toggle is also affected by duration. So Fleeting's negative duration drops the toggle below the 75% cap and allows the extra % from Streamline to work.
