question about power efficiency

i use Fleeting Expertise (+60%) and Streamline(+30%) . but there is only 175% power efficiency in total.  

shouldn't it be 190% ?

It should, but since the minimal ability cost is limited to 25% (which equals 175% efficiency), DE decided to show the limit on the interface the way it is shown now. Which was fine while there was no way of making use of 190% efficiency, now we have some and that makes things confusing sometimes.

Yes but there is a difference in having a R4 Fleeting + R4 Streamline(which = 75%) and having a R4 Fleeting + R5 Streamline on a toggle ability. This is because even though efficiency is capped at 75% the toggle is also affected by duration. So Fleeting's negative duration drops the toggle below the 75% cap and allows the extra % from Streamline to work.
