Windows 10 performance issues since 18.5

18.7 now (25 days since 18.5) and no fix...

Last month I have sent 17 log files (different launcher options/ ssd to hdd/ hdd to ssd, win 10 / win 7, different graphic settings etc...) to the support,
only got trolled by automated messages from a bot (e.g. try changing your launcher options, for real? after i've sent all these logs with different launcher options),
and it does not seem like they care for windows 10 users at all.
Besides it also seems that they dont care for ipv6 users (few friends with ipv6 provider having weird connection issues) but that's another story.

Peformance issues:
I had on a Corpus Sortie over 120fps (also low frame time <20ms) but it didn't feel like that at all. -> frame skipping/stuttering, general bad performance still really really bad game experience after 18.5 patch. worst performance at derelict missions, bad performance at grineer/void missions (grineer missions were the best performing missions before 18.5 "patch").

BUT as soon as I log on to Windows 7 (same Steam & Warframe installation, same Drivers) It's absolute fluent gameplay.

THE WORST is that this issue is actually an old fixed issue:

I had the same FPS on my Win 8.1 as on my Win 7. On both OS the game felt/feels fluent.

On Win 10 I still have the same FPS but it feels like half the fps at least. Moving around the mouse feels just awkward. The frame time right beside the FPS counter is double higher than in Windows 7 (I think also Win 8.1 but not 100% sure). It doesn't matter what settings I set: all graphics settings low/high ; fullscreen/windowed/both ; DX11/10 off. It' just constantly lagging and it's no fun at all playing like that. I'd say its unplayable or like playiing with 15 fps tho it shows 80-120 fps. That sucks.

1. Fresh Windos 10 installation with newest drivers. ===== "clean install"
2. No problems with other games/apps. ===== correct working drivers.

@eyeopener Not sure does my input help. After past graphical updates (inaros graphical overhaul) and fps hotfix things the performance has went for better with windows 10. Thought I was able to reproduce the frame skipping issue by few steps.

Once the gif loads (or click the .gifv link) keep your eye on the Grineer Blunt (air filled obstacle). Or watch the same clip from youtube: Here youtube is the link.

My system: GTX 960 4GB + i5-4690K + 16 GB + win10 Enterprise x64 + 2x SSD. Using 364.72 (aka OculusVR) drivers. Normally I play warframe with max settings: 64bit, DX11, 1080p, physx, tessalation, AF x16, AA highest possible, full screen, 59,94hz refresh rate (doesn't allow me to run in 60hz in full screen), fps capped to 120 via nvidia inspector (60hz monitor = 2x framerate + 1 = 121 fps cap ~127 fps regarding afterburner overlay) and so on. Evolution engine is pretty awesome cause it doesn't tear the screen that much.

So for the curiosity I was testing and playing around with v-sync and limiting fps from nVidia inspector. V-sync causes some input lag / delay to gamepad and mouse. After some testings I managed to reduce the input lag with nvidia inspector.

While reverting the settings back to 120 cap and disabling v-synch I got micro stuttering / fps skipping via trial and error. So with my computer and setup, when some conditions are met I get fps micro stuttering. And I can reproduce it with following steps:

1) Start the game with following settings: 50hz (refresh rate was the trial and error part), V-sync on. From nvidia inspector make sure to have 58 fps cap limit.
2) When in-game disable v-sync and limit the fps to 120. Don't restart the game even if it suggest you to do so.
3) Alt tab to desktop and disable the cap limit from nvidia inspector. Inspector requires a game restart that settings activate - don't restart the game.
4) Alt tab back to game and voila

I have whole procedure recorded but I wont put it to public - my desktop contains some private information I don't want to show to the world. But if needed I can send the link via support ticket.

Anyways, when I play with normal settings and for example with DSR (Dynamic Super Resolution) 1.78x = 1440p I don't experience fps issues (excluding some fps hiccups and stuff - maybe related to nvidia share instant replay or with the game itself). Here is Corpus Sortie Interception (on first wave I had lag -> host migration -> matchmaking chose me as a host as I have fiber connection - no issues). Video in 1440p60, 1080p60, 720p60 etc
