need help with dojo

I'm trying to rebuild my clan dojo but am having issues ive been trying to delete the largest clan hall which has nothing attached to it but its telling me I have to delete ALL of the reactors before I can delete the hall the reactors are on the bottem floor and not even close to the hall how do I fix this?

You can't delete the smallest clan hall. that stays where it is.
