Today got Sortie to it, and as it normally useless to shout in chat (already done this for hour today) for party, or asking in chat how to do so (same hour in chat asking how unlock it) - i decided to ask here: How Unlock Outer Terminus? Its present in list of sectors on wikia, but not in game, and there not a single word in quests or planet section on wikia about "unlocking" it.
upd. um sorry seems i just missed it, as its next to fist opened sector
