Visual Bug ?

I'm positive this is where this belongs, first trip to the forums.

I have the game set as low for everything (so most of everything is turned off) but for some reason in certain planets (Earth, Europa for examples) the planet gets a "fog" filter. It's the worst on the ice planet tile sets where the screen is almost completely white, so I have to rely heavily on my map to navigate or I just abandon that mission all together.

What I mean by a fog is that it ONLY appears on planet tile sets and NOT on ship tile sets. I can see just fine on the ships, no problem. But everywhere it's just a fog depending from, say, 40-90% opacity if you had a white layer over top of it (examples below).

Not sure if it's my graphics card or the game itself is bugged. I cannot run Warframe unless it's in a small window and everything is turned off. I'm not sure what setting causes this, and would appreciate some help if it's not a bug.
