A Natah-related question

So, I don't yet have Uranus(Super embarrased) and I am currently doing the "Man of few Words" quest. I was wondering if the oculysts would spawn in the quest missions even if don't actually have the planet. Could this happen? If so, that would be great! I could start Natah without even having Uranus! So, could it happen?

Unlocking Uranus:

Mercury Boss – Mars and Venus.

Venus Boss – Jupiter.

Jupiter Boss – Sedna.

Sedna Boss – Uranus.

If I remember correctly, the Oculyst only spawns in the Uranus tile-set. So actually im confused as to how you would be able to do the quest without the actual planet unlocked.  So yeah, I assume you would need to unlock the planet Uranus to be able to do the quest and to be able to scan the Oculyst.
