Random FPS drops when i am not the host

Hi.. I've been having this problem since 18.5 and it goes like this .. if i join a public game i start with 60 fps for the first 5-10 min then it randomly drops to below 30 for about 30-40 sec and then goes back up and keeps doing this every 2 min for the rest of the session . So i thought it was my system or something but then i played solo and no FPS drops at all in the same map !!!! anything i need to do because when it does this it makes the game unplayable. (( BTW when 18.8 came i think the one where they said to optimize cache from launcher the problem was gone for 2 days and happened again)). thx in advance.
