After quite a bit of consideration, I have the coordinates to Hexis: because they are the most likely to resolve this situation fairly. 

Steel Meridian is just going to pardon the captives automatically, Suda will kill them outright, New Loka plans to brainwash them, Perrin has a personal interest in punishing them, and Red Veil is going to judge them by their own doctrine. Hexis's plans sound creepy from someone with a gravelly voice and a mask, but the promise of a "swift and fair trial" is by far the best solution, considering that the defectors might also be war criminals. I don't trust Hexis to bring peace and happiness to the system, but I do trust them to hold a fair trial.

where do i give the coordinates in?...i just went to the steel meridian in the kronia relay but there is no option there to give the coordinates, and the woman in there just talks about the offerings ...and nothing more....help please.
