IMO, unless you arent going to be exclusively in Hysteria all the time, then Steel Fiber and Rage are pointless.

Depends. I use my Valkry for high level survival/defense and sorties. Im generally always in Hysteria, so for me the Hysteria build is much better. But if you plan on using her other 2 skills, then you use the second build. 

Or try both and see what you like.

Of course its ok! You can build your Valkyr however you want. I was just giving a suggestion. Feel free to modify it any way you want :)
