Heavy dips in performance as of 18.11.10

I have a GTX 760, I have 16 gigs of RAM and am running Windows 8.1. Ever since 18.11.10 dropped I have been unable to really play this game due to ridiculous (20-30) fps dips in 4-man squads. If it were consistently crappy I wouldn't care as much but it's seemingly random dips and no combination of settings in the launcher or the display settings seems to have any positive or negative effect on performance. Prior to update 18.11.10 I had perfectly consistent 60fps performance on every tileset except for derelict. I have gone to the support desk but it's been a frustratingly slow process and all that's come of it is I know for certain that it's the game and not my PC. 

I have run every hardware scan and benchmark available to me. I have updated to the latest WHQL driver and have all available Windows updates. My PC is in perfect health. 

We've had like four hotfixes since and none of them have done anything to improve performance.
