Cannot connect to chat and multiplayer [UDP Firewall Problem]

It says please ensure firewall supports UDP ports 4950 and 4955. I tried tweaking my firewall and nothing seems to budge. Tried restarting my laptop and the router and got nothing. I also tried turning off my firewall and still nothing.

Sometimes I can connect but when I type something the chat suddenly stops

What I can say is this

1) I played on a different router (in my friends house) and got a warning (dont recall exactly but it has something to do with NAT)

2) Im playing in offline mode on steam. "Cant connect to Steam servers" problem right now.

3) Firewall is turned on. I added an exemption that makes firewall allow UDP 4950, 4955 and is ticked for both Private and Public
