Depends on what you're up against - I'd use Combustion Beam for enemies that are at or under Lv 35. If you are going for a more status oriented build, I'd go for a fire rate mod. The fire rate mod will work better for higher levels to shred the enemy's defenses, however as it is built now, should work just fine for anything on the starchart.
