Instant Level 16 on Forma'd Frame

So I noticed this happening when I forma'd my frogbutt Ivara. Look at this screenshot here

See? I have 46 capacity (32, 2*16, my mastery rank + aura), rather than 36 (11*2 + 14). This is extra interesting because DE talked about implementing this system in a recent devstream. However, I don't think this was intended. I'm not complaining, though! I like having this much to work with right off the bat rather than jack-squat.
