Dark Sector Battle Pay Caps What is that?

I was reading up about dark sector and what is dark sector battle pay caps? 

Max battle pay reserve?

Max per mission pay?

Min per mission pay?

That means a dojo warlord set these caps for dojo members to paid to play the dark sector? Or it means when dark sector is claim and other tenno play the mission get that limit pay caps that is set by dojo clan warlord?

The limit is/was to stop clan tacticians carelessly giving away huge amounts on rails. It stopped it being possible to set above x amount in battle pay during rail conflicts.

It means absolutely nothing as DS are under armistice from more than 1 year and they will not back that soon

So it the limit is set at zero what that means? So don't set a limit? Or DE set a limit?
