Inaros can't use Rising Skill in Conclave?

So I bought the card Rising Skill (plus mobility minus shield capacity) to use with my Inaros but it doesn't appear in the Conclave arsenal. Is he not allowed to use it? I feel like that should have been specified before I wasted Conclave points on it.

Inaros has no shield so maybe they disabled this mod for him since it would be a bit op to not have any kind of malus.

But i'm agree with you, they should specify that this mod doesnt work on Inaros before buying it.
