Game freezes after changing keybindings, seemingly random, must alt+f4

My game will occasionally lock up after changing a keybinding. It seems to happen at random times, with random keybindings, and with random keys. 

 

It has happened maybe 5 or so times since I downloaded the game again to try Specters of the Rail.

(Fresh install off of Steam. Fresh install of Windows as well, so there aren't any left over files from when I played previously. Not sure if any of this even matters). 

 

When I change one keybinding, there will be a popup asking for which key I would like to bind.

I press the key, lets say B for example.

The popup goes away, signifying that it has accepted my key.

Now, when I try to back out of the menu and go back in game, it just doesn't work. I can't press escape. I am forced to Alt+F4 and reopen the game.
