AMD choppy at low but great at medium?

I own a AMD Radeon R9 200, and since "The War With in" noticed a weird hiccup.

If i use the games built in toggle for display quility and choose "low" every 3 to 5 minutes their will be a game freeze that lasts about 3 secs even when not in missions.

If i use the games built in toggle for display quility and choose "Medium" every other mission will have 1 random moment that freezes for about 3 secs and only in missions.

That's very strange. What specific graphics card do you own? I run an R9 380 and have not noticed any frame rate/pacing issues aside from occasional tearing. Also, if you could mention what CPU you are running, that may also have something to do with it.
