Not receiving spy rewards

I've been grinding spy missions to get Ivara, and I've found that frequently, when hacking all 3 terminals, it only gives me 1 reward. It doesn't happen every time, but it happens often and across multiple missions. The mission I just ran was Valac on Europa, I hacked all 3 terminals (without being detected), and this is the entirety of the rewards that I received (there's nothing under the Nav coordinate):
