The first factor would be the amount of resources the DE developers would have to "pump" into such a project. Thats what every other game does "If you want to look different, you can for just 4.99" Although, if it goes the route of the helmets, you would be able to find the blueprints as well on your runs. Remember as soon as update 9 comes out get as many vanity items as possible because DE will think people have less money than they do and we can afford everything but then they'll soon make it so 1 item is like 1,000,000 credits.
