Cephalon Simaris Broken?

It came to my attention that Cephalon Simaris gives daily synthesis targets to people. Why did I not know about this before? Because he has never offered it to me. I am MR 18, have completed the quests and I have never seen him offer anything except the Chroma quest and simulation. He has never had the option to do a daily target.

You have to talk to him in the relays for daily targets they don't appear elsewhere on the UI till then.  A bit hidden yes but they are offered.

Unless of course the menu option isn't showing up at all.

Sadly bug is all I can think then.  Support ticket, repair installation something along those lines.
