As a bit of a side note, Vor, how the ell did he learn how to wield that key so deftly without some kind of cumbersome bypass device like the Void gates? There has to be at least a drop of Orokoid blood in that chap somewhere that let him slip past the gene locks AND get adopted by a Void Tower.

The Grineer don't make perfect clones, their system is not sophisticated enough for that. Thus, genetic mutations and flaws appear in some units, leading to them possessing better or worse traits that determine how useful they can be. Intelligence is no different, it is based on genetics and its capacity is governed by them. If a unit shows more intelligence, they are given a more important job. If they show less, they are just a grunt in the machine. If it is low enough they even lose their identity as an individual and just become part of a machine (see Uranus Sabotage). Vor, Krill, Regor, Tengus, Ruk, Kela, they all had genetic flukes that made them end up being more useful. The more useful are used also as genetic templates to make new clones off of with the hope that their genetic fluke catches on more often, hence why Vor wished to use Tenno in the first place to fix himself and become the father of the Grineer.

As for the towers, they used that Orokin machine to open the gates to the towers, no genetic locks present. The Janus Key is corrupted in some form, and through that corrupted Vor. Possibly the Neural Sentry had something to do with that. The Orokin genetic locks are only known to be on the solar rails, which is explained in the simaris codex entries on how the Grineer gained the codes. Nothing has been stated to my knowledge that indicates that the keys themselves possess a genetic lock.
