Arsenal stuttering and unresponsive

Roughly since Ash Koga was added, my arsenal have been horrifically laggy and unresponsive.  
Scrolling through weapons, frames and sigils makes the game stutter and occasionally freeze for a moment, and changing my equipped weapon or frame can often require me to spam click a dozen times to get it to actually equip.  
I've tried Optimizing my game cache and Verifying, both through the warframe launcher and I saw no improvement.  
I've tried completely reinstalling with very little improvement and graphics settings seems to make no difference too.

GPU: GTX 960 4GB  
CPU: i5-3470 3.60Ghz 
RAM: 8GB  
  
EDIT: To be clear, I have never had an issue with arsenal lag before, besides the slight delay when leaving the arsenal(like 0.5sec at most)
