Windows 10 FPS Lock in Fullscreen

Hi, I have a problem with Windows 10 limiting my FPS to 60 in fullscreen mode, I can oddly play fine at windowed mode but I have a weak computer and fullscreen helps a lot and the border is annoying to me. I have tried disabling Xbox Game DVR both in the app and in registry, I have tried updating to all latest drivers and got the latest Windows 10 update, I have V-Sync off and the FPS limit set to 144 so it shouldn't limit it to 60.
