Except for Syndicate missions, Assassination missions, Archwing space missions, Relays, Dojos and The Law of Retribution, Stalker has the same chance of spawning anywhere.

Spawn Chance = 1.5% + (0.5% × P); P = Number of Cellmembers marked for death.

Dont forget that the spawn only happens between the 30 second and the 5 minute mark. Ive seen people that insist they have to stay as long as possible in an endless mission to try and wait for a stalker spawn.

More specifically it seems in endless missions he will stop having a chance to spawn at the same time no new players can join, ie. five waves defense, five minutes survival and first round of interception.
