Does Rhino's Iron Skin still snapshot?

I can't find any documentation on whether or not Rhino's Iron Skin still snapshots when first cast. Is Ironclad Charge's armor bonus actually permanent on IS upon cast? I'd test it myself but since I'm still working my way through the star chart it's hard to find a consistent area to test.

You get that buff and it stays until it wears off. Same as any toggle skill using Energy Conversion retains the bonus until switched off.
