In an attempt to level up my syndicate rating with red veil using the steel meridian sigil. It will not level up and i am running the syndicate missions is it that i need to recover all 8 of the insignia. i usually collect 6-7 then i go to extraction because it seems the extraction marker vanishes while i am searching.

Have you reached the daily cap for syndicate standing? If so, then you will be unable to earn syndicate points from missions until the server reset. You need to go to a Relay to turn in your Insignias at the Steel Meridian room. The Insignias will grant additional syndicate standing even if you have capped your daily standing.

Also, you can't rank up automatically. You have to go to the relay and speak to the syndicate leader to rank up after giving them an offering. This can also be done from the orbiter: just go to the Syndicates module (front of the ship, left side) and click on the syndicate you want to rank up with. It should be quite straightforward from there on.
